Guam is an unincorporated
territory of the United States. Its capital is
Hagatna, formerly
known as Agana. A civilian government was established and bill
of rights for the people of Guam was enacted when the US Congress
passed the Organic Act in 1950. The government of Guam has an elected
governor and lieutenant governor, a unicameral legislature with
fifteen senators, and a non-voting delegate in the US Congress.
